Shepherd راعي

In a dream he is a holder of authority, and he signifies a teacher of children and one who manages the affairs of the ruler and governor.

Whoever sees that he is a Bedouin herding sheep but does not know where the pastures are recites the Quran without understanding its meanings. The herdsman of Bactrian camels is a governor over non-Arabs. The shepherd is a governor over his flock [subjects] who exerts himself for their welfare and takes care in treating them gently. If he sees that he is a shepherd, it is an authority he will hold according to what he saw of the sheep; sheep in a dream are noble men. Seeing a shepherd signifies high standing and ruling over subjects with justice and fairness — unless he herds pigs, which signifies associating with Christians and innovators.
